Lekcja 27: EU Funding

When Poland became a member of the European Union it received the privilege and access to all kinds of funding. To shed a light on this matter I asked one of my students, who majors in European Studies, how EU funding works

Malwina: Thanks for finding the time to explain to me how EU funding works. I know you are a very busy student.

Patrick: No problem. I’m glad I can help out. Where would you like me to begin?

Malwina: Let’s start with how much money can Poland receive in the next few years?

Patrick: More than Ř 347 billion will soon be available to the least developed EU member states for 2007-2013. Poland will receive Ř 67 billion. The EU funds will be used for infrastructure investments, supporting innovative companies and promoting environmental and energy technologies.

Malwina: That is an impressive sum of money. How is it possible that the EU can afford to allocate such a sum? Where does the money come from?

Patrick: The European Union budget is made up of a proportion of the VAT charged on goods and services in the Member States, a share of each countries Gross National Product and custom duties from non-EU countries on goods which are imported into the EU.

Malwina: What types of funding are there?

Patrick: Let me try to simplify this. There are three types: structural funds, global grants and budget lines. The structural funds aim to reduce the socio-economic inequality between the regions of the EU and help put people back into work by developing skills and training opportunities. The global grants provide only small amounts of money for organizations. Finally, budget lines are accessible to voluntary organizations and provide funding for projects in areas such as education, training, the environment and consumer protection.

Malwina: My final question is what are the pros and cons of EU funding?

Patrick: Again I have to express myself succinctly as I see many advantages as well as disadvantages of EU funding. Applying for funding is time-consuming. There is a lot of record keeping and paperwork involved, yet the fact of the matter is Poland has a valuable source of funding. This money can let us tackle our current and future problems. It can help us to achieve a similar standard of living to any other European city.
