Radosław Nielek: NASK supports online security

The Internet will always harbour potential threats, much like the dangers we encounter while walking down the street, says dr Radosław Nielek, Director of NASK.

Which domains can artificial intelligence revolutionise?

AI will transform the way we all work. Whether it is physical work or a profession such as journalism or education.

There are some legal and ethical concerns. Can this be successfully regulated?

Yes. We have successfully developed regulations in sectors that did not exist 20-30 years ago, such as e-commerce. Likewise, we will be able to regulate artificial intelligence. Significant challenges remain, as we do not yet fully understand the limitations and risks of AI, making it difficult to define and establish a legal framework. We may not get it right the first time, but we will arrive at effective solutions eventually.

What role does NASK play in ensuring internet security?

We are one of the three vital institutes that supports the online security of the country and its citizens. The owner is responsible for the reliability of each existing ICT system in Poland. NASK scans these systems, provides recommendations, detects vulnerabilities, and advises companies and internet users on potential threats and protective measures. We also list websites that attempt phishing, scams, or pose other dangers on our warning list. If DNS servers are configured correctly, accessing such a site will trigger a warning message saying: be cautious, this site is not secure. NASK does a lot, but ultimately, it is up to each of us to be vigilant web users, carefully checking what we click on and where we transfer money. The Internet will always harbour potential threats, much like the dangers we encounter while walking down the street.

How would you evaluate the security level of the Polish internet?

It does not differ substantially from other developed democratic countries. More effective protection for citizens could be achieved if they consented to having their online activities monitored. I am not willing to sacrifice this aspect of my privacy. In totalitarian states, such as North Korea, extensive monitoring may lead to a safer internet, but at the cost of personal privacy.

Various forms of disinformation are now a pervasive problem. Can we apply cybersecurity expertise here?

These domains overlap in certain areas. Disinformation is used to cultivate a community and then attack it. However, these are largely distinct issues. Attempting to influence our beliefs about events is one issue, while trying to steal money or break into the post office is another. It is impossible to equate the two. We gather information on entities that attempt to spread false information. We can use this information in cybersecurity and the fight against disinformation, particularly to understand the motivations behind these actions. We can also filter out such content, but the challenge lies in the numerous forms of misinformation. We can easily identify false reports, but it is much more challenging when someone describes an event while omitting certain facts. The most effective approach is public media education, which helps citizens better understand and critically evaluate texts.

Perhaps the scope of NASK's responsibilities needs to be expanded?

NASK already investigates disinformation. We have a substantial team of experts who verify content sources, monitor, and report blatant misinformation in the public domain.
