„Over the coming months the government will prepare a strategy entitled 'Efficient State’, and its first part will involve showing a map of citizen-state relations,” assured Minister Michał Boni, head of the group of advisors to Prime Minister Donald Tusk in Krynica. The team of Prime Ministerial advisors has presented the Forum members with a document entitled 'Poland 2030. Development Challenges’.
„So far we have had many strategies prepared for up to several years but they did not form a coherent picture,” said Michał Boni. In his opinion there are two possible roads for development in Poland. One is the „drifting” connected with stagnation in the labour market, where ever fewer people are working and ever more people receive state benefits, with an economic growth of 2-3% for many years.
„Unless we change the educational system and if we do not establish a connection between science and business, we may be underdeveloped in the investment area,” stated Boni. However, there is also a prospect of stable and higher economic growth. Yet, to achieve a stable GDP growth of 4-5% until 2030, while at the same time ensuring energetic safety, we need to define crucial challenges and try to face up to them right now.
Poland’s growth propellers are to be agglomeration development centres, modern infrastructure, high investment levels, and the development of intellectual capital, which should together result in high levels of professional activity and a friendly and efficient state. How to measure success? With increased social trust.
„Achieving the goals set for 2030 will also require the reform of social insurance, labour law and administration,” adds Michał Boni.
