Advanced solutions benefit citizens, but the war in Ukraine and the pandemic have changed their role. How can technology be harnessed to solve the world’s problems, and is it even possible?

“Modern technology versus global crises – will ICT and AI help the world recover from health, humanitarian, food, and energy crises?” was the keynote of one of the debates at the Economic Forum in Karpacz. The conclusions of the meeting may prove surprising.

Ryszard Hordyński, Director of Strategy and Communications at Huawei Poland, kicking off the discussion, said that technology is entering more and more areas that were not considered at all before. This includes forms of remote work or the energy sector. According to him, technologies can solve global problems in many aspects.

Antoni Rytel, Deputy Director of GovTech Poland, added that technology is simply the way we do something. – It will not do our jobs for us. Of course, it can help, but it is up to us to figure out what solutions to implement. A computer is a tool like a club used to be, he said.

Krzysztof Silicki, Deputy Director of NASK, Director of Cybersecurity and Innovation, expert on cybersecurity, pointed out that for technologies to achieve their goals, humans must have control over them. The process of introducing a new technology is also ongoing and takes time – from research to prototyping, and to implementation.

– When the situation is unusual, when we have to face a crisis, it can speed up certain processes. This is also imposed on suppliers. Just as with the remote work that was necessary, technology had to be developed quickly, Silicki added.

It is worth mentioning that the scale of implementation of remote work turned out to be very wide, as it did not apply only to office workers. More and more things can be done remotely, such as controlling autonomous robots. However, the implementation of advanced technology requires prudence to maintain its sustainability.

The serving role of IT

The discussion took a different turn when Nikodem Bończa-Tomaszewski, CEO of Exatel, took the floor, arguing that IT technologies will not help solve crises as they will not make new medicines or address the energy crisis. Going back to the roots, he stressed that IT is simply a technology for transferring information, and he only foresees intensive development until 2030. – At Exatel, we believe that the “cool factor” of the IT industry has already passed. We are no different from companies that supply electricity or hot water. Just as there is water at the tap in every home, there is access to the Internet, said Nikodem Bończa-Tomaszewski. – Furthermore, Wi-Fi outages create more panic than when hot water runs out, he said. He stressed that communication technologies and IT have a servant role to other industries. – Other sectors that will push the economy further forward in the coming decades need to be supported.

However, Jan Pilewski, senior public affairs manager for P4, Play mobile network operator, emphasised the important role of the IT industry, citing the refugee or war crisis as an example, as well as telecommunication applications in smart cities. – Without technology, for example, smart city solutions could not emerge. It is not enough just to develop IT. First of all, you need to use technology properly to accelerate development, he added.

Antoni Rytel believes that the role of technology is not to act instead of us, but precisely to speed things up. – If we were to approach the fight against the pandemic now the way vaccines used to be created before, any solution would probably not have emerged by now. With the analysis of data sets and research samples, the work goes much faster. Of course, old methods can still be used, but the digital way of doing things is simply faster, he said.

The strength of digitalisation, according to Antony Rytel, is precisely that we get access to new tools and solve problems in a different way. As an example, the health inspectorate can be mentioned, which had to quickly implement new processes during the pandemic. The new processes had to be handled by several thousand employees who had to start from scratch in a new reality. Working out the right technology was a facilitator. – We should not talk about technologies and their separate divisions. We can simply decide to implement the technology or not, Rytel said.

Draw conclusions

It is also very important in times of crises to anticipate those yet to come. According to Krzysztof Silicki, technology can help produce warning systems with new predictive models. Nikodem Bończa-Tomaszewski was less optimistic on the matter, recalling that Bill Gates had already announced the pandemic 15 years ago, but was met with lack of understanding.

– The energy crisis could also have been predicted, but no one responded to similar reports, added Bończa-Tomaszewski. However, he pointed out that the technology is somewhat revolutionary in that it has produced a sophisticated information management system. – It will be described in textbooks in a thousand years, just as we now read about the pyramids. But the challenges are elsewhere, and IT has a servant role to the industries that must meet them.

As an example of a solution to the crisis, Jan Pilewski cited the introduction of remote learning, which Bończa-Tomaszewski called a terrible solution. However, there were no alternatives. – This was the best possible solution, the P4 representative assessed. – Mitigation of effects, commented N. Bończa-Tomaszewski.

So, can we count on technology to help solve global problems? We are already accustomed to the ease of transferring information and access to computers that facilitate daily processes. The field of artificial intelligence is also constantly developing, striving to achieve technological singularity. This is a hypothetical point in the future development of civilisation, when technical progress will become so rapid that all human predictions will become obsolete.

This will happen primarily when artificial intelligence that is intellectually superior to humans is created. You will be able to benefit from its guidance, solutions, and knowledge. – It will manage as much as we allow it to, believes Nikodem Bończa-Tomaszewski. – Bill Gates who heralded the coming plague was hardly listened to. And what if the artificial intelligence comes to a sad conclusion? Do we say, “No, it will be fine,” and do nothing? – Exatel’s CEO wondered. Ryszard Hordyński added that the coming technological revolution is proceeding in an evolutionary manner. – It is up to the people to decide how technologies will progress, he said.

Commenting on the development of the technology, Krzysztof Silicki noted that it is difficult to predict the future, when past experience shows that technologies created for smaller purposes have suddenly found wide application. – Of course, we as humans can remain dumb and ignore the data we get from artificial intelligence, but technology is not there to change our thinking, he added.

Technology by itself may not change the world, but Jan Pilewski pointed out that it is changing people’s reality by making their lives easier. It allows contact with loved ones, even in times of war crisis. – Technology can change their little world, for sure, he added.

Antoni Rytel stated that one can write emails, but sending traditional letters is still also possible. – Ultimately, technology serves a purpose. We need to be aware of how to use it, even on a micro scale, he said, adding that the efficient use of the tools we currently have is a big help as the sum of suboptimal choices can materialise into real losses.

Nikodem Bończa-Tomaszewski summed up the discussion of the role of technology in combating global crises with one sentence: – It’s not about having robots, it's about the fact that it’s still our job to use them proficiently.
